In the system dialog of the printer settings there is a tab for additional settings. There one will find an additional option for scaling the document. Activate the option if not yet active and then set it to 100%. This made sure, at least for my prints, that the resulting print is to scale.
This drove me nuts for ages where I just couldn´t get panel layouts get printed to scale.
